Mr. McWilliams has more than 40 years of experience practicing public finance law in Florida. He has represented numerous cities, counties, school districts, authorities, agencies, special districts and the state of Florida as bond counsel and disclosure counsel for general purpose financings and financings for water, sewer and wastewater utilities, transportation, education, community redevelopment, health care, parking and sports facilities. He has also served as underwriter’s counsel to numerous investment banks and as bank counsel and trustee’s counsel to commercial banks in public finance transactions.

Areas of Practice

  • Serves as disclosure counsel and bond counsel to public sector clients, including cities, counties, school districts, authorities, agencies and special districts.

  • Serves investment banks and underwriters as underwriter’s counsel and commercial banks as bank counsel and trustee’s counsel in public finance transactions.

  • Represents public sector clients in connection with continuing disclosure compliance under SEC Rule 15c2-12.

  • Represents underwriters and independent financial advisors with respect to registration, compliance, inspection and examination under the SEC’s Registration of Municipal Advisors Rule.

  • Represents public sector clients, underwriters, financial advisors and banks in SEC investigations, administrative proceedings and civil injunctive actions.
