- Represents private and public sector clients on environmental permitting issues before federal, state, regional and local permitting agencies, including issues concerning:
- Public Water Supply/Consumptive Use of Water
- Wetlands
- Endangered species
- Sovereign submerged lands
- Water quality, including storm water management
- Represents public and private water utilities on water supply permitting, enforcement and rule making issues.
- Successfully represented governmental and private sector land owners in major Federal Court litigation concerning Endangered Species Act, Clean Water Act, and NEPA.
- Successfully represented environmental permit applicants in challenges to permits before Florida Department of Administrative Hearings.
- Successfully negotiated ERP and Sec. 404 permits authorizing wetland and surface water impacts for private developers of major residential, golf course, commercial and marina facilities.
- Represents public and private sector clients on resolution of compliance and enforcement issues before federal, state, regional and local environmental agencies.
- Provides general and special counsel representation to counties, municipalities, and special districts.

- General Counsel, St. Johns River Water Management District, 1988-1996.
- More than 32 years of legal experience.
- Board certified by Florida Bar as specialist in City, County and Local Government Law.
- Board certified by Florida Bar as specialist in State and Federal Administrative Law and Practice.
- Martindale-Hubbell, AV Rating; Listed in "Best Lawyers in America" (environmental law, water law); designated Florida Super Lawyer (environmental litigation).
