Environmental Law, Administrative Law, Civil Litigation & Appeals
- Represents clients before local, state and federal government bodies and agencies in environmental and administrative issues including but not limited to Section 404 Dredge and Fill permits and Section 10 Rivers and Harbors Act permits, protected species authorizations, Sovereign Submerged Lands authorizations, and Environmental Resource and Consumptive/Water Use permitting.
- Represents clients in stakeholder meetings with the Florida Fish and Wildlife Commission, the U.S. Fish and Wildlife Service, the United States Department of Interior, the Bureau of Indian Affairs, Water Management Districts, the Florida Department of Environmental Protection, and the United States Environmental Protection Agency.
- Provides legislative support to clients at the state and federal levels.
- Provides administrative rule development support to clients at state and federal levels including drafting proposed rule language and drafting agency comment letters.
- Represents private and governmental entities in civil litigation before state and federal courts and courts of appeal.
- Represents private sector in administrative litigation before federal agencies and the Division of Administrative hearings.
Prior Professional Experience
- Mr. Charles was a guest speaker at the Florida Marine Contractors Association's annual convention in 2003, 2004, 2006, 2007, 2008 and 2010 where he discussed the various local, state, and federal legal issues surrounding marine construction throughout the state of Florida.
- Mr. Charles was a guest speaker at the 2002 Forest Management Trust Workshop concerning negotiation tactics and theories for conservation easements.
- Mr. Charles was an adjunct professor of law at the Florida Coastal School of Law in Jacksonville, Florida, co-teaching Environmental Policy and Practice.
- Mr. Charles was a teaching assistant for the University of Florida Law School's Conservation Clinic where he developed instructive components and supervised student project assignments. In addition to his position as teaching assistant, he was the Assistant Attorney for the Law School's Center for Government Responsibility where he provided professional services to public and private conservation initiatives and projects.
