That's a cooperative effort between a lot of different levels of government. At the local level, for local roads and such, it's typically a city or county that would do that. For the major infrastructure, highways, that's a relationship between the local governments and the state DOT. The state also receives significant funding from federal highway for of components of the federal highway system, the interstates, or the other federal highways.
For airports, again, it's largely a federally funded effort. These are very large capital projects. It's typically beyond the reach of any one local government to fund a project like that. Through the FAA, they receive funding for anywhere from 75-90% of any airport project that goes on. The rest of it will be locally funded.
For ports, it's basically the same thing again. It's a cooperative effort between the local entity and the federal government. In this case, the Corps of Engineers, with funding through the Water Resources Development Act.
