NEPA is complied with by federal agencies. Any federal agency who is acting either by way of permit or funding has to comply with NEPA. However, because of the broad scope and procedural aspects of NEPA, basically all the public local government agencies get involved in that process and participate in it. Although the federal agency is responsible for compliance ultimately, it's a process that allows many other entities to engage in what that federal agency is doing.
