What services or infrastructure can a special district provide?

In Florida special districts provide a wide variety of services and infrastructure. Common examples of such services including financing, constructing, and maintaining infrastructure for development including residential, commercial, and industrial development. They also protect life and property by doing fire control, flood control, mosquito control. There's also services provided for the betterment of the citizens of Florida. Examples would include library districts. So in some a special district can provide any service that a city, or county is able to provide with the lone exception that a special district cannot provide police.
