The National Environmental Policy Act also called NEPA for short is a federal law that kicks in whenever a federal agency is either permitting a project or funding a project. The key terms used are a major federal agency action. When that law kicks in a whole process has to be gone through by the federal agency to make sure that the environmental impacts of the project are being studied.
