Depending on the scope of project, the NEPA analysis can be as minor as environmental assessment, or as major as an environmental impact study. In both the agency that is taking the action needs to look at its proposed project in comparison to other alternatives. Typically the agency will look at least at three alternatives, and consider the secondary and cumulative impacts of those alternatives. Also, potentially mitigation if they are doing an EIS.
