In Florida special districts are held accountable and transparent in the same ways the cities and counties are. Special districts are subject to all of the open meeting laws, the public record laws, that's known as a sunshine law in Florida, as well as the code of ethics. So anything that applies to a city or county as far as accountability or transparency also applies to a special district.

I would add that a recent act of the legislature actually goes a step further for special districts and requires every special district to have a website with a laundry list of information required to be on that website.
