Mr. Thomas is board certified by the Florida Bar as a specialist in City, County and Local Government Law.  Mr. Thomas assists clients in local government, public pension, labor and employment law matters.

Areas of Practice

  • Advises public employers and pension boards on federal and state laws pertaining to governmental pension plans.

  • Works closely with local governments and actuaries in developing and restructuring retirement benefit programs and preparing pension and other post employment benefit plan documents and amendments.

  • Represents cities and special districts in general local government matters such as Sunshine Law, ethics and public records issues.

  • Represents public employers in labor and employment matters, including the drafting and review of employment and independent contractor agreements, assistance with wage and hour and unemployment claims, and consultation on collective bargaining.

  • Assists local government clients with developing and updating employment and workplace policies and procedures.

  • Represents clients in disciplinary and licensing matters before state regulatory agencies, including the Boards of Medicine, Nursing and Dentistry, as well as the Department of Business and Professional Regulation.

  • Represents professional associations in state agency rulemaking and policy matters.

Previous Professional Experience

  • Prior to and while attending law school, worked as a full-time Deputy Sheriff for the Broward County Sheriff's Office, accumulating ten years of law enforcement experience and receiving numerous commendations and awards by retirement in January 2001.

  • During law school, worked as a summer intern for the Broward County Attorney's Office, Environmental and Land Use Section. Researched issues for and attended administrative hearings for environmental-related county ordinance violations, and assisted with negotiations for wetlands mitigation.
