The Power Plant Siting Board (which is comprised of the Governor and Cabinet) has announced two public hearings that will be held on November 30. The Board will consider a Recommended Order concerning the certification of the Dania Beach Energy Center Power Plant Siting Application and it will consider an item on remand from the 3rd DCA regarding the Turkey Point Units 6 & 7 Power Plan Siting Applications. Also, FDEP announced a public meeting to receive public comment on draft dissolved oxygen TMDLs for the Caloosahatchee River Basin for the following water bodies/ segments: Townsend Canal, Long Hammock Creek, Lake Kicpochee, C-19 Canal, and the S-4 Basin.

Also, the Army Corps of Engineers posted notice of a permit application for construction of a 26-mile natural gas pipeline that will terminate at the Seminole Power Plant in Palatka.

    Subject: The Florida Department of Environmental Protection announces a public hearing of the Governor and Cabinet, sitting as the Power Plant Siting Board, to consider and act upon the Administrative Law Judge’s Recommended Order concerning the certification of the proposed Florida Power and Light Company, Dania Beach Energy Center Power Plant Siting Application No. PA 89-26A2, OGC Case No.17-0922, Division of Administrative Hearings Case No. 17-004388EPP pursuant to the Florida Power Plant Siting Act, Sections 403.501-403.518, Florida Statutes. The hearing on this matter was originally noticed in the Florida Administrative Register (Vol. 44/221) to be held on November 20, 2018, but is rescheduled to the date and time above. The Cabinet Aides will meet and discuss the item on November 28, 2018, 9:00 a.m., in the same location to review and gather information regarding this item for consideration by the Siting Board. Pursuant to Section 403.509, Florida Statutes, the issues that may be raised before the Siting Board shall be limited to those matters raised in the certification proceeding before the administrative law judge or in the recommended order.

    Subject: To receive public comments on draft dissolved oxygen total maximum daily loads (TMDLs) for impaired waters in the Caloosahatchee River Basin, to be adopted in Rule 62-304.800, F.A.C. The draft TMDLs to be presented at the public workshop are for Townsend Canal (WBID 3235L), Long Hammock Creek (WBID 3237B), Lake Hicpochee (WBID 3237C), C-19 Canal (WBID 3237E), and S-4 Basin (WBID 3246). The draft TMDL document for these impaired waters is available on the Department’s TMDL website: https://floridadep.gov/dear/water-quality-evaluation-tmdl/content/draft-tmdls , and will be provided upon request to interested parties by mail or via email distribution. The Department will accept written comments on the draft TMDLs through January 4, 2019.     Waterway and Location:  The project would affect waters of the United States, including wetlands, associated with Etonia Creek and Simms Creek.  The project corridor is located between the unincorporated community of Putnam Hall and the Seminole Combined-Cycle Facility Power Plant in Palatka.  The proposed route originates at a point along the existing Florida Gas Transmission (FGT) pipeline system approximately 0.5 mile north of Putnam Hall.  The proposed corridor extends generally east approximately 21.26 miles, terminating at the power plant.  The project corridor is entirely within Putnam County, Florida (reference the project drawings for a list of Section, Township, Range values).
