There are several layers of approval that are necessary whenever you're trying to do a large land development project. In Florida that often requires a comp plan amendment, a re-zoning, and then a subdivision and plat for the property. These steps can be a relatively complex system. It's often a long process, but with the right team in place you can get through these relatively quickly, and often concurrently so that you can get your approvals in place and begin construction.
