Who decides whether you can do a development on your property depends on a number of things. It depends on the types of approvals you need. It can be as easy as going in front of your local government, but it can be as complex as involving your local government, a regional planning council, and state agencies. It's entirely dependent upon what you can do today, versus what approvals you'll need in the future.
