How is a special district governed?

Special districts in Florida are governed in two main ways. They're either governed by an elected board, elected by the residents that live within the district, or they're governed by an appointed board. In the cases of appointed boards, there's a variety of ways that those are appointed. In some cases, the governor appoints the entire board. There are other examples of multi-county districts where each county gets an appointment to the board. Those are the two main methods. In Florida, as my last research, I believe about a thousand of the sixteen hundred districts are governed by elected boards.
