What is being traded in a water quality credit trade?

In Florida, that would be the reduction of discharges of either nitrogen or phosphorous. Our program is built around reducing nitrogen and phosphorous inflow into impaired water bodies. There are other things that can be traded. For instance, the United States Environmental Protection Agency also supports trading around sediments and have recognized that there are other constituents that could be considered on a case-by-case basis. But in Florida, when we're trading, we're talking about reductions in nitrogen that go beyond a legal limit already imposed on the seller of the credit.
