Julia is an accomplished environmental and administrative law attorney with over a decade of experience in water policy, permitting, and litigation. She previously served as Interim General Counsel and as Special Counsel to the General Counsel at the South Florida Water Management District, where she practiced administrative litigation involving environmental resource and water use permitting, and advised on state and federal water quality standards, including the Clean Water Act, the Everglades Forever Act, and the National Pollutant Discharge Elimination System (NPDES) program. Known for deep subject matter expertise, Julia is a trusted legal leader in Florida’s environmental and water governance landscape.
