What if a city, county or the state severely limits what I can build on my property?

Absolutely every property owner has rights that are vested in both the state and federal constitution. Property rights are protected in a number of ways. Traditional taking protections are through the eminent domain laws that require that a government pay you the fair market value for any property that's taken; but in situations where regulations severely limit what you can do on your property, there are also protections along those same lines.
Florida is also unique that we have what's called the Bert Harris Act and that provides additional protections to property owners and recourse to obtain damages where a local government passes an ordinance, new ordinance after you've purchased your property that would severely limit what you could do with that property.
