In a way comparable to any other development project and the planning for a project one of the primary considerations is planning to avoid wetland impacts. You do that to the maximum extent practicable as required by the Clean Water Act. To the extent you cannot completely avoid wetland impacts, there are requirements for mitigation for those impacts.
