It's more complex. These are very long lead time projects. They have an extensive planning effort on the front end to comply with the National Environmental Policy Act, and that can take anywhere from a year to sometime decades we've seen on big infrastructure or controversial infrastructure projects.
You see in these kind of projects a very coordinated effort involving a very big team of professionals each with their own responsibilities for the legal or technical aspects of it.
When you approach one of these projects you have to approach it from the point of view of where it might go at the end of the day. That is, will it be challenged? If you approach a project like that from the point of view of a challenge you spend more time and care in developing the record for the project so at the end of the day if it is challenged you're able to prevail.
