Well in Florida we have what's called the Administrative Procedure Act, and it's determined that any final agency action is subject by being challenged by substantially effected parties. Such as your neighbors, or environmental groups, in the case of environmental permits. The APA is the method by which these agency final actions are determined to be in line with the rules that the agencies must meet, or that a permit applicant must meet in securing a permit.
