Mr. Winn is a registered lobbyist and lawyer practicing in the areas of administrative, civil, legislative and governmental affairs. He has dedicated his career to representing local governments and healthcare professionals in matters related to licensure defense, employment, compliance with Executive Orders and newly enacted Florida legislation.

Areas of Practice

  • Represents professionals in licensure defense at the Division of Administrative Hearings, Department Hearings, and Board Hearings.

  • Represents Sheriff offices regarding employment matters, inmate issues, complying with Executive Orders, enforcement of newly created laws by the Florida Legislature, administrative procedures, contractual reviews, policies and procedures.

  • Serves as General Counsel for:

    • Florida Osteopathic Medical Association (FOMA)

    • Florida Podiatric Medical Association (FPMA)

    • Florida Prescription Drug Monitoring Program Foundation (PDMPF)

    • Gadsden County Sheriff’s Office (GCSO)

    • Wakulla County Sheriff’s Office (WCSO)

    • Florida Hearing Society (FHS), General Counsel and Executive Director
