Julia is an accomplished environmental and administrative law attorney with over a decade of experience in water policy, permitting, and litigation. She previously served as Interim General Counsel and as Special Counsel to the General Counsel at the South Florida Water Management District, where she practiced administrative litigation and regulatory law involving environmental resource, mitigation banking, and water use permitting; advised on state and federal water quality standards, including the Clean Water Act, the Everglades Forever Act, and the National Pollutant Discharge Elimination System (NPDES) program; and advised on government procurement policy and procedures, including Requests for Proposals, Requests for Bids, and Unsolicited Proposals. Known for deep subject matter expertise, Julia is a trusted legal leader in Florida’s environmental and water governance landscape.
