What are the benefits of a special district?

I think the primary benefit of a special district is the ability to provide a service or infrastructure that the local general purpose government, the city or county, is unwilling or unable to provide. By creating a special district the citizens are able to provide that service or that infrastructure, and only the ones who benefit from the service or infrastructure pay for it. You draw a line around the boundaries of the districts and only the folks that live within the boundaries of that district pay into the district, so you're not collecting revenue from the entire local general purpose government, only the folks that live in the district pay for that service or that infrastructure.
