Often even when you have the right zoning or land use in Florida that doesn't necessarily mean you can go out tomorrow and begin construction. Often there's a number of other things that need to be considered. Many communities have architectural review requirements where you've got to get the actual design of your building approved. Sometimes there are infrastructure or traffic issues that need to be resolved, so in order to get there, there's often one more layer or process, and then of course going through the building permit process and getting your building permits approved. All of these are potential obstacles, but can easily be overcome when you've got the right team in place.
