Many people value their water access and their water views, therefore, when their neighbor decides to build a dock or do something on the water that the neighbor finds disagreeable, it can be very controversial. Florida gives a number of opportunities where a neighbor or an interested party can actually challenge the issuance of permits granted for the building of docks. Frequently that's done through the course of administrative proceedings raised in the context of state permits, where an administrative law judge has to determine if the dock was properly permitted under the state criteria if the sovereign land, if it is sovereign land, was appropriately used and is not contrary to the public interest, and that resources were protected. In the case of local permitting, more traditional court proceedings can be raised to challenge local permits for docks. In all cases dock permits can be very controversial and you could wind up in situations where neighbors are bitterly fighting over the location or the orientation of a dock in order to protect their own waterfront view or their own access from their property.
