What is the difference between a dependent and independent special district?

A dependent special district is a district in which a single city or a single county has the authority to either designate its own commission members as the board of the special district, or the city or county gets to appoint the entire board, if the city or county has the authority to remove members of the special district board at will, or if the city or county has the authority to approve or veto the district's budget. If the city or county has any of those four powers, it's considered a dependent special district. If a single city or county does not have any of those powers, it is an independent district.
