Originally, administrative hearings were supposed to be mini-trials. Inexpensive methods of determining whether a permit applicant had met all of the rule requirements to receive that permit, but over time, the administrative proceedings had become pretty much like full blown trials. You have to put on a lot of expert witness testimony, you have to put on standing testimony and you do that through witnesses and documents. Then interestingly enough, after you've concluded your administrative proceeding, you have to essentially draft lengthy written arguments supporting the case that you've put on. The process is rather expensive. Not necessarily shorter than a trial process and is something that you definitely need to have experienced legal counsel behind you to make sure that you meet the requirements to succeed in such a proceeding.
