It really depends on the method by which the district was created. If it was created by an act of the local general purpose government, the local general purpose government can dissolve it. If it was created by an act of the legislature, then the legislature must dissolve it. However, there are certain examples where a referendum of the residents living within a special district is required before a district can be dissolved.
