What is water quality credit trading?

Water quality credit trading is a market-based approach to solving water quality issues. It's a tool in the toolkit for reductions in the discharges of pollutants, in the case of Florida, in the discharge of nitrogen and phosphorus. It allows for a seller to do a project that has an environmental benefit, to do that project more cost-effectively and more efficiently than the buyer could, and then sell or transfer that environmental benefit to the buyer. It has been around for a couple decades. It's supported by the United States Environmental Protection Agency and the state of Florida through the legislature and the Florida DEP.
