Every trading program, including the program we have here in Florida, has safeguards built into the regulations. In Florida, we insure those safeguards through the application of location and uncertainty factors. When applied to a trade, these two factors ensure that the seller, when they are providing their environmental benefit to the buyer, does as much, if not more, in terms of environmental benefit, as the buyer would have on their own.
