What is a Comprehensive Plan?

A Comprehensive Plan is the bible of a local government in Florida. It's required by Florida Statute that every municipality and county have this Comprehensive Plan. It covers several elements, including utilities, service provision, fires and safety, but it also requires to have a land use element. That land use element becomes sort of the roadmap for future development in the city. All zonings have to comply with that, so in a sense it's this constitution of a local government that everything that follows must be in accord with.
