A special district is a unit of local government that unlike a city or county which has multiple purposes and multiple functions, a special district is created for a special purpose and operates in a specific jurisdiction. They can be created in several ways. They can be created by general law, by special act. They can be created by a local ordinance or by rule of the governor and cabinet.
